Energy & Carbon Services
Our energy and carbon division is made up of 3 core businesses with each of these brands focused on delivering a wide range of energy procurement, support & net zero initiatives across both the public and private sectors. Each of these product and service offerings are designed to the highest standards and supported through highly effective purchasing frameworks. We support over 400 customers in all areas of energy management from procurement to managed services and everything in-between.
- LASER Energy – Formed in 1989, LASER Energy is our public sector business that supports over 300 customers with their energy procurement, management and overall energy compliance. With an annual energy purchasing of over £500m, LASER Energy are one of the leading energy procurement providers in the country. Delivering its services through established and trusted frameworks to support cost effective procurement within the public sector.
- Zero Carbon Future – Our latest addition to the energy division focused on delivering the net zero & de-carbonisation ambition across the public sector. With their three core pillars – Review, Reduce and Replace, the Zero Carbon Future team are helping shape a greener future across the sector using their extensive in-house expertise.
- Lumina Energy – Formed in 2012 to take advantage of the extensive experience in the energy sector but to broaden our offering to the private sector. Supporting over 200 customers across the Southeast with both their energy and utility requirements. The team provide procurement services across not just energy, but water and even broadband.
As a division we are led by our core vision – “To become the leading partner for delivering energy and de-carbonisation services to the public sector.” We are striving to achieve this by continuing to build our internal expertise, build first class technical capabilities both through our people and our systems and showcase how we can support the sector both today and into the future.
What We Offer
LASER and Lumina are supporting their customers to achieve decarbonisation goals under their ‘Zero Carbon Future’ offering. They are doing this by:
- Reviewing their current carbon footprint and building a roadmap for them to reach net zero emissions by their target date.
- Reducing their carbon footprint through the procurement and project management of energy efficiency and carbon reduction initiatives.
- Replacing their energy supply with renewable energy and low carbon sources.
Commercial Services Group founded Lumina Energy in 2012 to help local private sector businesses reduce their energy spend, through effective procurement. By harnessing extensive sector experience, leveraging supplier relationships, and developing a focus on customer experience Lumina has successfully grown to become an energy consultancy that works across the UK helping 1,000s of customers reduce their energy spend.
LASER was established by Kent County Council in 1989 with a vision to help the public sector achieve the energy cost reductions made possible by newly deregulated gas and electricity markets.
Today LASER has grown significantly and delivers a broad range of energy and carbon reduction services. Now one of the largest energy buying organisations in Europe, purchasing over £500m of energy per annum and serving over 200 public sector customers. LASER’s team of experts are helping their customers set and deliver their carbon reduction strategies.

We have a wide range of frameworks available that are focused on developing an understanding of your organisation’s requirements, from this contracts can be built which maximise the value received from suppliers. Agreements have been built with LASER vetted suppliers, establishing terms governing contracts specific to your requirements.
